updates are now live, marking the biggest change to the UK licensing system in a generation. As of May 12, 2026, the DVSA’s "Self-Booking Mandate" means learners are now fully responsible for managing their own appointments. This guide explains how to navigate the new portal, the strict booking limits, and how to find a test centre near you without losing your slot. 🚦
Instructors are Banned: As of May 12, 2026, driving instructors can no longer book, swap, or manage tests for you.
The 2-Change Limit: You only get two chances to move your test date. A third change cancels your booking entirely.
No More "Test Shopping": From June 9, you can only book tests at centres within a specific radius of your home address.
Check Official Sources: Always use the official GOV.UK booking service.
For years, instructors handled the "admin" of booking tests. However, to stop the use of automated bots, the DVSA now requires every learner to create a Personal Test Account.
To book your test manually:
Visit the official DVSA portal.
Verify your identity using your Digital Provisional Licence or UK Passport.
Pay the fee directly (£62 for weekdays, £75 for evenings/weekends).
Note: Your instructor can still give you their "ADID" (Instructor Number) to link to the booking, but they cannot click the "confirm" button for you anymore.
The short answer is: No. The "Instructor Swap" loophole was officially closed on May 12, 2026.
In the past, instructors would swap slots between students to ensure everyone was "test-ready." Under the new rules, a test slot is locked to your specific Driving Licence Number. If you cannot make your date, you must move it yourself through your personal portal. Instructors found attempting to "bulk buy" or swap slots now face permanent suspension from the ADI register.
One of the most talked-about changes is the "Two-Strike Rule." To prevent people from "parking" on test dates they don't intend to use, the DVSA has implemented a strict limit:
Change 1: Free of charge (if done 3 clear working days in advance).
Change 2: Free of charge.
The 3rd Attempt: If you try to move your test a third time, the system will automatically cancel your booking and refund your fee (minus an admin charge). You will then have to start the booking process from the back of the queue.
To stop learners from booking tests in remote areas (like the Scottish Highlands) just to get a faster date, the June 9 "Local Lock" rule is now in effect.
When you log in, the system will provide a list of nearby driving test centres for my booking based on your registered home postcode.
You will typically be shown the 5 to 8 closest centres.
You cannot book a test at a centre more than 35 miles from your home address unless you can prove a "valid residency requirement" (such as university or a temporary work posting).
The 2026 system is designed to be fairer, but it requires much more attention to detail. Make sure you are 100% ready before you book, as the ability to "flick" dates around is now a thing of the past.
