The UK Government is asking for your opinions on new rules for learner drivers!
What is this all about? (Simple version)
Right now in England and Wales:
- You can pass your theory test...
- ...and then book & take your practical driving test very soon afterwards (sometimes within days or weeks).
The government thinks this is too quick for many people.
Young & new drivers often don't get enough real-world practice. This can make them less safe on the road, especially in tricky situations.
The main idea being discussed
They want to introduce a minimum learning period — basically a waiting time — so learners have more time to practise and become better, safer drivers before they can take the practical test.
They're looking at two possible options:
- 3 months waiting time, or
- 6 months waiting time
This waiting time would start after you pass your theory test.
(You still need to have a valid provisional licence too.)
Extra ideas they're asking about
They also want your thoughts on whether they should add:
- A minimum number of supervised driving hours (e.g. with a driving instructor or qualified supervisor)
- An official list of things you must learn/practise (a required syllabus)
- Different ways this extra learning could happen
Why are they suggesting this?
The goal is road safety — especially for younger drivers (late teens/early 20s), who are involved in a higher number of serious crashes.
Other countries that introduced similar waiting/practice rules saw fewer crashes among new drivers (some evidence suggests up to 32% reduction).
